A couple of wacks with a mallet is about right... (But tapered threaded valves must be torqued)

Despite your obsession with special tool part no. FBH 1, this is actually about right!

Would that be two 'Big Heavty Strong Person' whacks, or two girlie whacks?

2 girly whacks should do it, it is the o-ring that makes the seal, so just enough to compress the o-ring a bit.

Use the APD (Adjustable Percussive Device)

We call ours "the persuader" - after a couple of whacks the obdurate item is usually persuaded to do what we wanted in the first place (His nickname is Roger)

If you go to the library you can access any standard for UK and Europe. There is a standard which gives the correct torque for all cylinder threads used with gases. If you look up EN144 part 1 I believe the standard you need is within the list of other standards referred too. Also using a crows foot spanner on the valve will not give you a correct torque. Even using girly taps etc. Also beware putting EN144 valves onto DIN 477 cylinders or vice versa as you may get o-ring extrusion under pressure.
