Why doesn't glue stick to the bottle?

Depends on the glue. Some glues (cyanoacrylates) need anaerobic conditions to set which is why there is always an air space in a bottle of superglue. Other glues (evo-stick and pritt) need to let a "solvent" evaporate (could be toluene, could be water) leaving a thin rubber solution behind that grips and binds. Others (Araldite) are a 2-part system so need a hardener to "go off".
