if they wanted to prove in a court of law your ISP could be asked to confirm the IP address of sites visited, any that provide live TV would shopw up and then your pretty much nailed. I think.

I could be in error. I translated 'cable' in my mind to be any cable...

You do need a licence if the PC has a receiver and it is the reciever that requires the licence. Now if you only watched TV programs over the net from the beeb wesite, that could get interesting...
