The company who you text. However they are bound by the data protection act so can't do anything with your information you don't agree with. From my research data has to be made freely available to you, the data protection stuff, I think there can be a 'fair charge' to see what information they have on you.

If there is a subscription service then they have to make that known at the time and any costs have to be made available as you text to. So for example on a TV advert it has to say how much the text costs and whether you will receive more (therefore incurring further charges).
