I would second asking her in private. If she doesn't feel ready (you might be the right person but just too soon), it is then easier for her to say no or that she needs time to think. (avoiding embarasment for you both)

Regarding an actual birthday present I guess it depends on what your normal "present routine" is. If she will be expecting it first thing in the pre-work rush go for something relatively cheap/small in addition to the ring, perhaps telling her that she will get her main present later. If on the other hand you normally wait till the evening I would say dropping down on one knee (or similar) will be seen as more than enough of a present.

Does she dive? Take the ring back to the shop for a refund, buy her a cheaper ring and spend the rest on new dive kit for HER - just an idea!
