Actually, if you're registered blind, you are automatically entitled to a Blue Badge.

The rationale behind the scheme is to provide "a range of parking concessions for people with severe mobility problems who have difficulty using public transport."

The Blue Badge is valid whenever the holder is being carried in the vehicle. (Actually the trip has to be for the benfit of the badge holder - so you can't just carry Granny around in the car all day in order to get free parking )
