You could try getting 3 quotes together. Providing they're all at least as much as you're asking for, if not more, then taking the "look how much you might have paid" approach might work.

Ah, now that probably changes it a bit then. You probably can charge for lost earnings. And yes, they'd be stupid not to pay the cheaper option!

If they still agree to pay for a locks though, you could always get a locksmith out, change the locks and send them the bill. Then when they see how much they have to pay you can smugly point out how much it would have cost if they'd paid the first bill, but as they refused and would only pay for a professional it's cost them more. It won't save you money but it might feel good to make them pay a higher bill?
