Floor covering.

I need to change the floor covering (from carpet) in my parent's upstairs bathroom to something easy to clean and that is impervious to fluids. It also needs to feel/be warm.

The bathroom has floorboards under the carpet.

I have seen (on TV) tiled floors with underfloor heating but can these be put down over floorboards?

Yes, but you need to put down a solid board layer first and this might make the whole thing very thick - it can result in a 1-2 inch step up into the bathroom.
