'Elf 'n Safety?

I keep hearing this slogan on the radio (an occasionally on TV): "Please gamble safely"?

Is this 'elf 'n safety gone mad?

What next? Make them wear shin pads?

Is the word "gambol" made up from LAMB and GO?
