Anything that looks like a birthday card or might contain money often takes weeks to arrive and eventually comes having been opened.
Beware getting items in a jiffy bag as they've almost certainly been "checked".
Report it. Theres in "investigation" but they cant tell you the results for confidentiality reasons. The stealing stops for a month or 2 then resumes.

About 8 years ago, I lived in North London. About the same time, Play.com was becomming popular (play247 back then) and I would get DVDs posted to both my home address and work address in central London.
All of the deliveries to my office arrived, but about half of all DVDs posted to my home would not arrive or would have been opened (the obscure films that they didn't want to steal). When I complained to Royal Mail I was told that because the post originated outside the UK, they could not be held accountable and was even warned off calling it theft as it was a serious accusation and I had no proof. I managed to speak to the sorting office manager, but was only compensated for the "damage to the packaging" with a book of stamps. These were returned to them with a suitably contemptuous letter.
It only stopped when I moved. Thieving b'stards.
