I agree that the government probably hides behind exemptions under the FOI Act too much - but IMHO it seems reasonable to withhold information on what HMRC staff should do if they suspect fraud in relation to NI numbers.

To be fair this has been taken from an inspectors manual and is for HMRC staff who suspect that they have uncovered fraud, not members of the public. Publishing this information would only serve to give scrotes the details of the systems in place to catch them out. The restrictions under FOI are only blocked for non-HMRC viewers.
