At surface value, and without having delved into the reasons, I think the PRS are taking the piss when they decide anyone playing a radio that can be heard by anyone else (over a certain number of people?) should pay a yearly licence for the privilege.

1. The music is on the radio and has already been paid for by the radio station.
2. ANYONE with a radio can listen to it for FREE (well, paid for by advertisers or our BBC licence fee).
3. Another piss take by money grubbing gits.

Are the PRS part of the thieving bastards in the Government that overtax us, waste loads of it and cheat on their expense allowances?

I deal with this all the time the ruling if you looked at it, is aimed at people who have music on hold on the phone system, shops using the music as background music and private showings IE Oil rigs showing films in the cook house

My previous employers banned the use of music players in the office or yard on the basis that customers may come in and hear them, thereby making the company liable for getting a licence.

Why should these shops etc have to pay? Shouldn't the radio company pay them for spreading their advertising around?

It's already paid for and available to all so what diff does it make if some of the all are in one place?

I don't want to go through a whole load of "what ifs" but how about a party? Should you pay performer's royalties if you play your CDs? How about having the radio on if having a barbecue?

No, it's a step too far, as far as I'm concerned. What's next? If you quote something off the Internet are you gong to pay the web site owner for the privilege?

The only time I would say it is correct to charge is if the 'user' is making direct commercial gain from it's use and I don't mean 'making things more pleasant by having some background radio' playing.
