We all know that if you get zapped by a static/mobile camera you'll get a fine/points through the post. My question is, if whilst speeding, you get tracked by a police vehicle that is behind you (which has some sort of camera/speed measuring device on board) do they have to stop you to issue the ticket, or is it sufficient for them just to record the offence, then send you the usual fine etc through the post.

Not in any way a policeman, but from my conversation with a Basingstoke Trafic cop (very helpful, sat in the open and didnt catch anyone!).
AFAIK. They do not have to stop you for you to get a ticket. However if they do not stop you, they then have to issue you with a notice of intended prosecution within 14 days.
