Unhappy Delivering a Twinset???

I recently ordered a set of 12l Euro cylinders from Underwater Explorers and awaited delivery of the set... It arrived the next day unbelievable service for the £8 postage charge. Unfortunately however it was damaged in transit (one of the valves was smashed). The set was fully assembled upon delivery, does anyone know weather this is unusual should it have been a DIY assembly job?

To be fair to UE they are doing everything in their power to sort it and are sending out the new ones (in bits) on Monday which is great, so thats a big thumbs up. I shouldn't have a problem assembling and labeling them when they arrive. Couriers eh...

I would expect them to come assembled although mine arrived a bit bent (this is nearly ten years ago mind) and the supplier zoomed me a new manifiold.

I dont send assembled sets for exactly this reason, my customers are informed of this when ordering.

To be honest I expected them to be in bits when I got them, I suppose it could have been packed a bit better but then no amount of bubblewrap would have stopped the damage after Interlink bounced them all the way from Portland. I could have repaired the kit if they had just sent new manifold and valves, but they wanted the lot back for postal insurance I expect.

I recieved my from Deepstop.de in Germany.... fully assembled and well packed.... perfectly set up....delivered by UPS spot on.

My buddy had a set fully assemble delivered from Ocean Explorers a few weeks back... I don't know who the courier was, but again, undamaged.

***UPDATE***

Just received the second set through the post (in parts as requested), put it together and took it to SDS in Sheffield for filling... The left hand pillar valve is not round they say?!? so I try to prove them wrong by trying to screw my reg in to it and would you believe it they were right! I managed to get two threads in before it went stiff and would not turn anymore.

Then they drop the bombshell that even if they could get a filling whip in the valve they would only fill with air because the labels are not satisfactory. Firstly the main label that describes the contents of EANx only has the compressed gas logo on it and should also display 'Oxidizing Agent'. Secondly the O2 clean stickers supplied "Could have been bought off the Internet" i.e. they have no tester name/address/cert number on them.

So the short version is I have another damaged set and even if they weren't damaged they would only be 'safe' to fill with air.

Does anyone have any suggestions?
