Woz is probably refering to:- The way the CE rules are worded, means that any CCR that works on a KISS valve or similar operation can not pass the CE test. So if you want a CE approved rebreather it's got to be a SCR or an ECCR.

Yep. The standards state that the unit has to maintain the setpoint without user intervention. The Submatix should have the "my little pony" logo on it. I'd rather dive on a collection of plumbing parts.
