AFAIA under the new rules unless you declare your vehicle off the road they send you a fine.

Not any more Paul. If it is off the road, you have to say so. This if waht the SORN is for.
So either you pay tax, fill out and send to DVLA a SORN, sell the car, or scrap it.

Otherwise you pay the tax. Irrespective of what the state of the car is. Too many people not paying...

Erm, as far as I can see, a piece of paperwork has gone missing in the post (just like millions of other peices every day). Presumably you copied it before you sent it off? Just send them the copy. Failing that, you know who took it away, get them to confirm it. Either course of action will prevent a court case, and alot of grief for your Dad.

OK, so what do we do about my old car which was scrapped but the DVLA keep sending me SORN stuff for it? Everything got sent off, but obviously things went wrong. I just keep signing the SORN (as it very definitely is) and sending it back, but this is becoming tiresome, as I move house etc. and eventually I'll forget to do it and get nailed. Can I just send them a letter and tell them to leave me alone? I have no idea who it was who scrapped it, nor do I have any proof that they sent their bit in.

I think you are supposed to get some kind of official record of destruction from the scrapping company. If they put it back on the road, you can still be liable...

This car couldn't go back on the road. It was fairly comprehensively crushed once the spare bits (wheels and a bit of the interior) were taken out. So how can I prevent getting more of these notes or speeding tickets for a car which doesn't exist.

You'll have to speak to the DVLA then. Getting speeding tickets is all too possible if the plates are out there somewhere. And you have no proof it's not you...
