If your doing this through your club why not get intouch with some youth workers in your area, I looked at this a couple of years back and I think you will find that there is funding for kids doing sports.

Clubs can apply for Lottery funding to purchase new equipment for kids and other disadvantaged people to encourage integration so it might be worth applying to them.

I think its a brilliant concept. You could expand the idea to helping young offenders, who could be 'fast-tracked' from brief 10 minute lecture/video presentation to deep air cave/sump exploration in Lithuania.

Aquanauts does this kind of thing with local naughty kids - it seems to work quite well. It's organised through the police, who also come along and learn to dive.

I have now talked to the Diving officer who was possitive about doing this. He did say that some of the kids might & will turn up with lots of shinny kit .
