bottom line is it is easier to fine someone who can't run away, unlikely to be violent, and is more than likely to pay the fine without trouble.

The flip side is - would you chase a drug-smacked -up be-needled -crack head with a knife in his pocket who has just robbed an old lady to get his next fix? Once you caught him, he could stab you, dirty needle you, etc and once you finally got him in back of a car after calling backup, he would be let off with a caution, or if he did actually get to court, the repayments would be £1 per month as the scrote hasn't got any money anyway.

In short - its easier and more profitable to fine a bloke with arthritis... not a fair world is it?

I think that the tasering would have little effect on the old man's arthritis - even if done more than once. I could be wrong though.
