Maybe this is a reminder that academic qualifications are no substitute for real world experience, maybe not. When I was a kid my family made sure I got both. That said, I have done many stupid things over the years that could have killed me.
It is not nice to speculate over the kids experience / academics etc, we would not do it on an incident report.

Spot on, ATEOTD a young lad is dead, a family is devastated and will probably never recover and statements like Darwin award candidate and stupid are out of order. When I was 16 I thought I was invincible and shudder at some of the things I got up to, I have tried my best to make sure neither of mine do the same. This lad is dead from doing something that many will have tried without this tragic outcome.
AFAIC this is one of those rare things of being a tragic accident. Hindsight is a wonderful thing but unfortunately many people of all ages don't see the danger in their actions. We speed even though we know it's dangerous, we dive, jump out of planes race motorcycles etc without thinking we could come unstuck.
The signs are to protect the council and nothing more anybody who wants to do something like that won't be put of by a sign.
