Just how dumb can you be
From divernet

South African shark dive operator Andre Hartman was chumming the sea to attract sharks when he was bitten on the foot by a small great white shark; reopening a fierce public safety debate over shark-feeding.
The incident allegedly happened while 52-year-old Hartman was throwing chum into the water while trailing his foot in the sea. The shark dive operator had a boat full of Eastern European tourists who were preparing to dive in a cage with the sharks off Gansbaai, near Cape Town.

He's not really the full ticket anyway. He's done heaps of shark research, but he also tends to push the envellope rather a lot and goes "swimming" (literally) with Great Whites. There are a number of local shark experts who question his methods.
