Well if like just about everybody in scuba I would imagine, has ever filled
in a PADI medical disclaimer, you would have seen the RSTC logo on the top
righthand corner.

I'm not pro WRSTC. Actually I'm VDST 2* Instructor (German Sport Diver Association). It's affiliated with CMAS.

OK Is there anyone aware of other councils? I know that CMAS could be considered as a "council" by itself, as it affiliates with local federations who should retain its standards. But is there any council for other organizations not following WRSTC or CMAS (like BSAC for instance)?

RSTC is basically a cartel of mainly US training agency whose main purpose is to set ludicrously low minimum standards so all member agencies can claim their training "exceeds the standards".

It holds no legal value of weight at all - its just a collection of organisations out to improve profit margins.

Anyone with enough money (and lawyers) can set up a legitimate scuba training agency.
