Not sure about a museum but there's a historical diving society who have some interesting stuff.

These people have a new diving exhibition - National Maritime Museum Cornwall - and maybe more stuff in their reserve collections?

I have also spent some hours exploring this site - Diving Heritage.

I was at the Falmouth museum yesterday. There are some interesting exhibits including some nice spidge.

The shipwreck museum at Charlestown near St Austell has quite a bit of diving stuff.
