It doesn't settle out, there is still 20.9% 02 but it is a lot less dense.
It's P02 that decreases not the percentage.

that's ok for you DIR lot to say

dump the gas and keep your LDS in cash!!! as gas is the 1 thing you cant get off the net!
if i had a cylinder of say 80% i would dump it if i hadn't used it in say 100ish years {as we are all going to live longer} just in case the air had gone stale inside it but by then the air out side may be more contaminated anyway!

ffs get a grip just go dive
