Have you got the latest BIOS for your motherboard installed?

Older BIOS may not be compatible with large size disks.

You're going to have to tell us much much more if you want useful help.

Computer? OS? New disk? IDE/SATA? What have you done and what was the result? Did you remember to create a partition before attempting to format it/make a filesystem?

Disk:

Is it found on Start Up?
Does your "Bios setting" for that drive port say "Drive Not Present" ?

Can you remember where the jumpers were when you got it out of the box?
How old is your main board? (can it "see" (or use) a 300GB drive? )
Does the drive "spin up" when powered up?
IDE or SATA drive?
Shared IDE cable? Master / Slave issues? CD / DVD cable sharing?
IDE cable arse about face?

If drive is seen by the BIOS at start up:
By "install" then I assume you mean when you start Windoze X-Pee you do not see another, (your "new") drive in "my computer" (Put me straight if this is not the case.)

Don't chuck it, Put it back in the box, I'll give you a fiver for it.

Are you sure you dont have the 232Gb connector as you cannot use these with a 300Gb disk, for a 300Gb disk you need the longer connector or the signals will fall out when you switch it on.

If you cant get the bios to see the drive then no operating system will be able to see it either [1].

Check to see that IDE interfaces are enabled in BIOS, if BIOS does not see the disk.. then you have to declare it dead and speak with the supplier to arrange RMA - they will probably ask you some questions to see what you have checked before they accept the return anyway.

[1] true as far as you need to know
