I don't think this is true. Read the updated sections on Safe Diving and it says that BSAC considers them to be "Safe" (not "Safest"). You are at liberty to add in extra conservatism features (and are encouraged to do so).

When I teach 88s, I promote them as being the minimum level of deco I would feel comfortable doing, and I emphasise that I always do more than this, unless an incident happens on the dive.
