I came across a USGS (I think) report a few years ago for some work I was doing, commercial diving just made it to 1% of world helium consumption. Recreational diving didn't even score.
It's just paranoia, what they mean is helium supplies which the US controls (up until fairly recently most helium was mined in the continental US and tightly controlled -- why most European deep diving research was done on hydrogen in the 50's & 60's) is forecast for 10 years. They have a massive helium stockpile and have been discussing for years whether or not to start releasing it for use. There were big finds outside US controlled territory, IIRC that was a 30yr supply estimate (report was about 5yrs ago). They are starting to crap it because yet another commodity will have to be imported.
