| Not all PADI training takes place outside a club enviroment !
I can name two local clubs, who provide PADI instructors, who will train students on a club night. The students get a better price than some of the local LDS and benefit from a non-agency club. The club gets new members, the members can get more experience and still have access to on going training.
PADI standards are there to protect the students. In the UK some PADI standards are not enough to meet the HSE requirements this is particularly relevant to ACOPS and people in the water. Voluntayry agencies are not governed by ACOPS as it's not an at work situation
Rogue PADI instructors do fail to comply to their agency standards, so do other agency instructors to theirs.
There are good instructors and there are bad instructors, with all agencies. Everything unnatural is imperfect (Napoleon) Diving's unnatural.
