They are about 10 Nudibranches, and they look like they are in the process of Egg laying... first time I've seen them do that...

Generally only see them in ones and twos..

Yes, they're nudibranchs. More specifically, I believe they are Polycera quadrilineata. They are mating, not laying eggs. Nudibranchs are hermaphrodites, so anybody can have sex with anybody - they just exchange sperms. I've never seen as many as this having group sex before but I have a recently taken photo of three Limacia clavigera, which look very similar, mating.

John - what do you count as the difference between egg-laying and mating then?

The two at the top are definitely discharging egg coils.

First they mate, in pairs or groups, then, when the eggs are fertilised, they lay them. According to a Swedish article I read, the eggs are laid "shortly after" mating. Whether that means minutes, hours, days or several weeks after mating, I don't know. I've seen lots of nudibranchs lay eggs but only one slug at a time, never comunally.
I didn't see that the two at the top are discharging eggs but I'll have another look.
Edit: I agree, it does look as though the two at the top are laying eggs.
