| First off, work on a copy of the master - not the master itself. The quickest way to fix colour on images like that is to adjust the white balance. Pick a part of the image which is approximately white (or should appear white). Go to Image / Adjustments / Levels. In the bottom right of the dialog there's a white eyedropper. Pick the part of the image that should be white and click. It should remove the caste.

| There is a little guide on the TFT Blog about how to colour correct UW images using levels. Admittedly the technique refers to green water but the technique can be applied to blue water. Before anyone says the layout isn't right, I use Firefox and it is correct there, just not in IE. I need to go back in and change the image properties...
