1. Yes, and, 2. No, just a very sharp one.

I have not ever trimmed wrist seals so cannot speak with experience, but trimming Neo lined with Glideskin should be no different to trimming plain neo. If you use a hot knife you will end up in a bit of a mess. If you are worried about sealing any frayed edges then perhaps a blanket stitch around the edge would do it?
