| having done some quick internet research, i have to agree with ChrisP that it is more than likely a colonial sea squirt. Certainly some of the pics I have found point in that direction. Which is more than a seasquirt can do. It would be feasible, seeing as the bits of the pier which are underwater are convered in lightbuld seasquirts, which may not look it, but are reasonably closely related.
