seasearch requirements
You will need the PADI self cert, there's no need for an extra medical unless you know of any problems yourself. I don't really know about PADI, but membership of BSAC includes the 3rd party insurance. Seasearch won't let you on an official dive without it, as they'd be liable. Hope this helps!

Cheers for the clearing that up DM.

As I'm not a BSAC member, I'll not bother.
I would suggest that Seasearch get divers just to sign a disclaimer form when they sign up for a observer course.
I think it would easier than getting everyone to have third party insurance.
