For some species yes it is possible, in the same way that warmer water species have been moving into our seas. Far more Atlantic Trigger fish for example. Apocryphal at times perhap, but I saw my first in the early to mid 90s out of Sussex.

We see a change in population as a symptom, we don't see the cause. Neither can fishing be discounted, unfortunately I think that it is not easy to blame any change in numbers over 2-3 years on any single cause.
