This place would suit your needs. We went with a 4 year old as well as the 8 year old. Everywhere is air-conditioned, but itt'll need to be in July!

Marsa Shagra has been suggested to me. My son is 11, and qualified, but obviously only to 12m. There is apparently unlimited diving, rib or shore or a combination and tents, huts or hotel.
I think the details are on teh Oonasdivers website. I have been looking into it, as I may end up there in August (when it will be unbearbly hot, i expect).
