ITYF it dates back to the time when the rufty-tufty techie divers were mixing their own mixes in their garages and yelling at all the recreational divers "Ha ha, two hours at 20m and no deco for me!"
Then the recreational divers said to their agencies "Hey, why won't you let US do that?" They had to have some excuse for not letting their members use gases other than air, so they talked loudly about the terrible dangers inherent in mixed gases. Oxygen fires, Oxygen toxicity, Oxygen hits… oh, it's dreadful stuff, you don't want to dive it, it's for maniacs.
Then they realised there was money in selling courses for it, and suddenly Nitrox was being peddled as "Safe Air" and that was that
