You get to be PM by having the charismatic bloke who everyone can't help but like (who happens to be your boss) voted in then resign straight afterwards, handing the job to you on a plate. You then shore up your power base by bring in an unelected enforcer with a PhD in propaganda techniques (and who scares the poo out of the rest of your party) by effectively bribing him with titles and ministerial positions....you don't get to be PM by accident...
