Flicking through an old (1993) edition of Diver, I came across an article celebrating 100 years since the first underwater pic. And here it is.
Apparently it is of a chap called Joseph David in 1898 and is considered the first ever successful underwater pic taken. The exposure time was between 10 and 30 minutes and the flash worked with magnesium powder. The sign in his hands says 'photographie sousmarine' or underwater photography.
