Call that bright?

Try a Metalsub HID200 (a 50w HID bulb equilavent to 200w halogen).

It swamps a Salvo 21w :)

The real test is when you're diving in 15m+ vis as we were on my trip last Thursday & Friday to the Lanfranc and Warilda.

Any old torch looks impressive in clear dark water.

This is why I gave up with my LED torch. It was adequate in dark water, but as soon as there was any natural light, it was outperformed by a UKD4! Couldn't point things out and couldn't signal :(
